Dennis G. Coleman
President & CEO

Denny Coleman is the president & CEO of St. Louis County Economic Council. In his 14-year tenure at the helm of SLCEC, Coleman has overseen a multitude of economic development initiatives that have earned St. Louis County nationwide recognition for outstanding progress in the areas of community revitalization, business development, and job creation.

Prior to his present position, Coleman was director of development for the City of St. Louis, leading the city’s neighborhood, housing, and economic development efforts. He also has served as vice president for community development at Mercantile Bank when the bank’s community development corporation won national Fair Housing awards and a Private Sector Initiatives award from the White House. In addition, Coleman was the founding director of the DeSales Housing Corporation, a non-profit, neighborhood-based organization.

Coleman possessess a master’s degree in urban and regional planning from the University of Wisconsin and bachelor’s degree in urban geography from Saint Louis University. He also has completed the Senior Executives Program at the John F. Kennedy School of Government at Harvard University and currently serves as vice chairman of the board of directors for the International Economic Development Council.

Jacqueline Davis-Wellington
Executive Vice President

As Executive Vice President for Real Estate and Community Development with the St. Louis County Economic Council, Wellington oversees St. Louis County's commercial, industrial, and business district redevelopment initiatives. Her responsibilities include serving as the lead staff member for the Land Clearance for Redevelopment Authority, St. Louis County Port Authority, and Wellston Redevelopment Corporation.

Wellington has twenty-five years of construction, environmental, and redevelopment project management experience in both the public and private sectors. She holds a Bachelor of Science in Business Administration from Washington University in St. Louis, Master of Science in Urban Policy Analysis from Southern Illinois University, and is a certified Economic Development Finance Professional.

Elaine Wright
General Counsel

Elaine Wright has served as General Counsel to the St. Louis County Economic Council since 1993. Prior to joining the Economic Council, Wright served as deputy and acting general counsel for the St. Louis Development Corporation.

Wright received her law degree from Washington University in 1985 and Bachelor of Science Degree from the University of Missouri-St. Louis in 1982. She has lived most of her life in St. Louis.

Wright is a member of the Missouri Bar Association, American Bar Association, Bar Association of Metropolitan St. Louis, and the National Association of Bond Lawyers.

Richard M. Palank
Senior Vice President


Richard M. (Rick) Palank is President and CEO of the Business Finance Corporation of St. Louis County, which is an SBA 504 certified development company that serves the St. Louis region. Rick is also President and CEO of the St. Louis County Industrial Development Authority, the issuer of tax-exempt industrial development bonds for St. Louis County.

In 1994, Rick founded the Saint Louis Business Development Fund (SLBDF), the only for-profit multi-bank community development corporation that serves the entire St. Louis region.  Owned by 23 area banks and the three largest economic development agencies in the St. Louis region, SLBDF makes investments in growing companies without taking any ownership. Rick serves as the president and CEO of  SLBDF.
 
Rick is a founding member, past president, and Hall of Fame member of the National Association of Development Companies, which is the association for SBA 504 lenders. He is also the vice chair of the board of directors of the national Council of Development Finance Agencies, and is an active member of the National Association of Business Development Companies.

Rick's community service includes serving as board chair of the St. Louis Regional Chapter of the ALS Association. He also serves on the boards of the St. Louis Enterprise Centers and the Webster University International Business Internship Exchange.

Rick has an undergraduate degree in business administration and an MBA from St. Louis University.

Steve J. Anderson
Vice President, Business Development

Steven J. Anderson is vice president of business development for the St. Louis County Economic Council and is charged with responsibility for the attraction, retention and expansion of business in St. Louis County. He has extensive experience in business, development and business issues.

His responsibilities include initial negotiation of incentives and abatements for companies in St. Louis County as well as project management. Examples of recent projects in which he has been involved include: Ford Motor Company Retention, GKN Aerospace, Mills Mall, American TV, DST Systems, Packaging Concepts, GMACI, Centocor Biologics, and regional retail and industrial projects. Anderson has been involved in economic development for a number of years and a licensed attorney since 1986 (Missouri, California, Central District of California, and admitted to the U.S. Supreme Court). Anderson is a member of several Boards, is involved in civic endeavors, and participates in fund-raising activities for charities (AMFAR, Starlight, etc.), and the arts.

David A. Leezer
Vice President, Economic Development Collaborative

David Leezer joined the SLCEC team in May of 2006 overseeing the county’s new Economic Development Collaborative. The primary focus of the Collaborative is to work with local communities and economic development allies to create a stronger working relationship in St. Louis County. The Collaborative oversees new communications models and innovative cooperative ventures to help make St. Louis County more competitive in the economic development arena.

With over 20 years of economic development experience, Leezer has an established track record of creating cutting edge cooperative programs to enhance the local economy. Prior to joining SLCEC, he served as Director of Economic Development for St. Charles County, Missouri working with local communities, state officials, developers and commercial brokers to create over $2 Billion of new investment during a seven (7) year period. Leezer also spent ten (10) years as an economic development professional for a major midwestern electric and natural gas utility assisting a variety of communities improve their marketing and business development efforts. He is also experienced in local government management having worked as a Director of Administration for a municipality and an economic developer for a four county planning agency.


Leezer, who is a Certified Economic Developer (CEcD), obtained both his B.A. and M.A. in Political Science, with an emphasis on public administration, from Eastern Illinois University in Charleston, Illinois. He is also a graduate of the Economic Development Institute from the University of Oklahoma.

Nancy G. Schnoebelen
Vice President, Marketing and Communications

Nancy Schnoebelen oversees media relations, advertising, marketing, and official communications for the St. Louis County Economic Council. In addition, she serves as a liaison with the County Executive’s office administration on various media and communication issues.

Schnoebelen works directly with all the SLCEC divisions to help market and communicate their goals and objectives. She also is responsible for the on-line monthly newsletter and maintaining the web site.

Schnoebelen, adept in communicating to the general public and local industry, brings more than 20 years of marketing experience in writing, editing, public relations, and communications to the SLCEC. Her career experience includes writing for The Dallas Morning News, financial editor for Edward Jones, and director of marketing in the architecture industry. She has a Bachelor of Journalism degree from the University of Missouri-Columbia.

Schnoebelen is a board member of the Society of Marketing Professional Services; member of the Society of Professional Journalists; American Marketing Association; Commercial Real Estate Women, St. Louis; and Public Relations Society of America. She also serves on the City of Frontenac’s Planning and Zoning Commission.
