Jacqueline Davis-Wellington
Executive Vice President

As Executive Vice President for Real Estate and Community Development with the St. Louis County Economic Council, Wellington oversees St. Louis County's commercial, industrial, and business district redevelopment initiatives. Her responsibilities include serving as the lead staff member for the Land Clearance for Redevelopment Authority, St. Louis County Port Authority, and Wellston Redevelopment Corporation.

Wellington has twenty-five years of construction, environmental, and redevelopment project management experience in both the public and private sectors. She holds a Bachelor of Science in Business Administration from Washington University in St. Louis, Master of Science in Urban Policy Analysis from Southern Illinois University, and is a certified Economic Development Finance Professional.

Mark F. Brady
Assistant Vice President

Mark Brady is the Assistant Vice President for Real Estate and Community Development with the St. Louis County Economic Council, St. Louis, Missouri. In this position, he assists in overseeing St. Louis County's commercial, industrial, business district and community redevelopment initiatives. Elizabeth Noonan
Senior Project Manager

Beth Noonan is a Senior Project Manager for Real Estate and Community Development responsible for developing, funding, managing, and implementing economic and community development projects in St. Louis communities that have experienced disinvestment and blight. With a background in environmental law, Beth has significant experience in Brownsfields redevelopment, including environmental remediation, demolition and other pre-development activities.

Project Manager

Edgar Velåzquez is a Project Manager for Real Estate and Community Development. He oversees and manages the project design and construction period activities. Edgar is responsible for coordinating project teams comprised of architects, lenders and development partners as well as managing relationships with intergovernmental staff, elected officials, and community residents. Beth D’Agostino Letscher, AICP
South County Sector Specialist

Beth D’Agostino is the South County Sector Specialist in Real Estate and Community Development. She is responsible for overseeing the redevelopment activities of the CEC within South County. Beth works to identify potential projects and underutilized sites/opportunities in the area for development, and coordinates the redevelopment activities with other agencies/organizations working within the community where the project is located. She also reviews and oversees projects for compliance with all applicable federal, state, and/or local regulations and guidelines. Beth focuses on relationships with incorporated and unincorporated areas of the county, in addition to non-profit and private organizations engaging in projects with potential regional impact. Daryl Cothran
North County Sector Specialist

Daryl Cothran is the North County Sector Specialist in Real Estate and Community Development. He is responsible for overseeing the redevelopment activities of the SLCEC in North County area or project-based area. Daryl focuses on relationships with municipalities and other government, non-profit and private organizations engaging in projects in the North County area that have a potential regional impact. He coordinates and participates in meetings with municipal officials, staff and residents to develop projects and secure the required approvals. Daryl functions as a SLCEC agency contact for developers, funding sources, municipalities and others, serving as community liaison of the SLCEC and St. Louis County Departments on project related matters.
