Northland Shopping Center suffered from years of deterioration until the Economic Council partnered with the City of Jennings and Sansone Group to revitalize the site. The new shopping center, which was completed in 2007, honors the late St. Louis County Executive Buzz Westfall with the name Buzz Westfall Plaza on the Boulevard. It is now a thriving, 400,000-sqare-foot, 67-acre mixed-use development.
The Economic Council through the Land Clearance for Redevelopment Authority acquired a substantial portion of the property and used Brownfield Remediation Tax Credits to fund environmental clearing of the site. Additionally, the Economic Council worked with the city and developer to craft an effective redevelopment strategy that included TIF, a CID and 353 redevelopment plan.
