Land Clearance for Redevelopment Authority of the County of St. Louis (LCRA)

The Land Clearance for Redevelopment Authority of the County of St. Louis (LCRA) was established pursuant to state statute for the purpose of eliminating or preventing blight in St. Louis County. LCRA is vested with broad authority to undertake activities intended to correct blighted conditions including, among others, the ability to prepare and implement redevelopment plans and projects; to contract for services in furtherance of such projects; and to acquire property and prepare it for redevelopment. LCRA, which consists of a five-member board appointed by the St. Louis County Executive and confirmed by the County Council, may administer economic and community redevelopment projects throughout the county and in municipalities that have authorized it to operate within their jurisdiction.
