Douglas W. Rasmussen
Vice President, Business Development
Doug Rasmussen, vice president of business development for St. Louis County Economic Council, is responsible for the attraction, retention and expansion of business within St. Louis County. He has extensive experience in business development in both the public and private sectors. Rasmussen's responsibilities include negotiation of incentives for companies locating in St. Louis County and project management.
Prior to joining the Economic Council, Rasmussen was vice president at Green Street Properties where he worked with the public sector to negotiate and obtain development entitlements for Green Street's development projects and end-user clients, resulting in over $50 million in incentive benefits. Rasmussen also was employed by St. Louis Regional Cooperation and Growth Association (RCGA) as the director of business recruitment. Rasmussen managed the recruitment and economic development of over 2.6 million square feet and $454 million in new office and industrial space while at RCGA. Prior to economic development, Doug spent nearly five years in business development roles in the transportation and logistics industry.
Doug graduated with highest honors from University of Wisconsin-Madison with a bachelor's degree in political science and undergraduate certificate in environmental studies. He also holds a master's degree in urban affairs from Saint Louis University's College of Public Service. Download PDF.

Monica Conners
Assistant Vice President
Monica Conners possesses over 11 years of management experience, of which five have been in the area of economic development. In 2006, Conners joined St. Louis County Economic Council as a project manager and previously worked for the St. Louis Regional Chamber and Commerce (RCGA). Conners also worked for the Virginia Economic Development Partnership where her primary focus involved managing the incentives proposal process for client companies and consultants. Her portfolio of announced projects exceeds $1 billion.
Conners has several years in the banking industry working in areas of management, strategic planning and lending for multiple institutions. She has a Bachelor of Science in business administration with an emphasis on marketing from Marquette University in Milwaukee, WI. In 1998, she completed the Virginia Institute of Economic Development at Virginia Tech.
